IDGC of Centre – Smolenskenergo division has formed and implemented an action plan for the successful operation and receipt of the certificate of readiness for the autumn-winter period of 2016-2017. It includes measures aimed at the implementation of basic and additional conditions of availability, in accordance with the document on the check of readiness of electric power entities for the autumn-winter operation period, approved by the resolution of the Government Commission on the security of power supply (federal headquarters).
Currently, one can take the interim results in preparation for the upcoming autumn-winter period.
For successful and trouble-free operation through the winter load IDGC of Centre – Smolenskenergo division has been done much. Thus, the repair plan for the year is 190.77 million rubles, 117.86 million rubles (61.78%) of which were used for the first 7 months. Actual execution of comprehensive overhaul of 35-110 kV substations is 18 pieces (66.67%). From January to July they repaired 510 transformer substations of 6-10/0.4 kV (72.24%) and 1,575.919 km of power lines of 0.4-110 kV (66.50%). The schedule is performed at the same time fully in physical and financial terms.
Clearing of ROWs along 6-110 kV overhead lines for 7 months was performed in the amount of 768.14 hectares (59.59%), and expansion of ROWs along 6-110 kV overhead lines in the amount of 316.36 hectares (56.49%). The schedule is also carried out in full.
The power company performs a large amount of repair work (according to the plans, about 65% of the target amount) by own staff, without involvement of contractors (self-support repair). On the one hand, it allows for a certain flexibility and efficiency of decision-making, on the other - to reduce costs, while maintaining the planned physical volumes of the repair campaign.
For 7 months of 2016 Smolenskenergo, as well as in the same period of 2015, had no serious failures, fires and ignitions. The number of outages decreased by 19.8%, undersupply of electric energy declined by 5.8%.
To reduce the number of faults in 6-10 kV grids it clears and extends ROWs of 6-10 kV, replaces porcelain insulation with high-life for glass and polymer, as well as porcelain made according to modern technologies. It also reconstructs relay protection using microprocessor units, replaces bare wire with insulated and protected, changes oil breakers with vacuum and gas-insulated, installs birds scaring devices on 35-110 kV overhead lines.
Timely diagnostics and prompt elimination of identified defects also help avoid failures. It is worth noting that all measures to improve the reliability are developed on the basis of analysis of the branch operation in the previous autumn-winter periods.
Thus, the energy company prior to the start of the autumn took maximum measures to prepare for the successful operation through the winter. In the autumn it continues to perform all planned activities, according to the results of which the branch must obtain its certificate of readiness for the autumn-winter operation period of 2016-2017 - an important document for evaluating the performance of the whole team.
