The concept of the work with young people in IDGC of Centre

The main strategic aim of work with young people - "To form a highly professional team, ensuring the achievement of corporate goals".

In order to form a single personnel management system within an operating company and improvement of forms and methods of work with young people in IDGC of Centre the Instruction for the work with the youth in the Company has been approved and put into effect.

The main objectives of the work with young people:

  • Involvement of the most deserving, talented, ambitious and goal-oriented graduates of Higher Education Establishments, Special Middle Training Establishments/Non-State Vocational Training Establishments;
  • Speeding up industrial adaptation of young specialists;
  • Motivation of young people by providing an individual approach to the young professional, aimed at the use and development of creative, innovative and academic potential;
  • Increase of activity of graduates in technical re-equipment of the Company;
  • Promotion of professional development of the youth;
  • Improvement of their professional training.

The main directions of youth involvement in the Company regulated by the approved Instruction for the work with the youth:

  • Vocational guidance in schools, aimed at development and improvement of long-term forms of occupational guidance of schoolchildren to work in the Company, identification and selection of the most deserving and qualified schoolchildren to guide them to study at specialized educational institutions.
  • Collaboration with schools of higher, secondary and basic professional education, based on activities in the framework of agreements on cooperation in the sphere of professional training, retraining and advanced training of specialists (hereinafter the Agreement);
  • Occupational training of young specialists in educational institutions in accordance with the agreement;
  • Organization of a planned and systematic field training and externship under the agreement;
  • Establishment of  scholarships of IDGC of Centre in order to enhance the role of education, involve f the most talented and goal-oriented young people, provide social support for gifted students of educational institutions;
  • Personal distribution of graduates under the agreement;
  • Compensation for rent to young professionals from other cities;
  • Help schools to implement high-quality professional training of students aimed at obtaining knowledge and skills relevant  to the main business of the Company, for the strengthening and development of educational and laboratory facilities of high educational institutions under the Agreement.

For adaptation, development and motivation of young employees of the Company:

The Council for the work with the youth is in place to build efficient communication with young specialists, the development of creative and scientific and technological initiatives, active participation in the productive and socio-cultural life in IDGC of Centre.

The Council for the work with the youth organizes its activities in accordance with the Regulations on the Council for the work with the youth and approved plan of activities for the year ( in the following areas: scientific and technical direction, cultural and sporting events, housing and social direction.)

There is a one year probation for young professionals (college graduates), aimed at speeding up the process of adaptation of young specialists in the Company, identification of organizational abilities, and personal qualities of graduates, acquiring practical and managing skills, training young professionals to their independent work in the Company. Internships of young professionals is organized and conducted in accordance with the Regulations on the organization and training of young specialists - graduates. In departments trainers work with young professionals and supervise their work for 2 years.

Main milestones in the implementation of the youth policy of IDGC of Centre

On December 23, 2008 the main document of IDGC of Centre on the youth policy, the Instruction for the work with the youth in IDGC of Centre, was approved to form a single personnel management system within the operating company and improvement of forms and methods of the work with young people in IDGC of Centre. This document became the methodological basis for the formation of an integrated system of the work with the youth in the operating company IDGC of Centre, which regulates the process of engagement, adaptation, development and motivation of young employees of the Company.

The Instruction also includes:

  • Regulations on the procedure of organizing and conducting of training of young specialists - graduates;
  • Regulations on the Council for the work with the youth of the division of IDGC of Centre
  • Standard Plan of activities of the  Council for the work with the youth for a year;
  • Standard agreement -  Agreement on Cooperation in the field of training, retraining and advanced training of specialists;
  • The list of specialized vocational educational institutions including specially selected two basic universities (IGEU, Smolensk branch of MEI).
On April 10, 2009 the Council for the work with the youth in all branches of the company was established.

The Councils for the work with the youth are mobile and competent teams of young employees, implementing the youth policy in the Company.
At the first conferences, held with the participation of managers and trade unions in each division, Chairpersons of the Councils were elected.

At the next meetings of the Councils work plans for 2009were approved   and responsible people were assigned in main directions of the Councils' activities. The Youth Policy of the Company is aimed at activation of scientific and technical activity of young people. Some round tables with the heads of the divisions, meetings with veterans of the industry were held. Photo competitions were also organized in which young people of all divisions took an active part.

The Council for the work with the youth aims at:

  • Development of creative activity, creating opportunities for demonstration of organizational skills;
  • Increase of professional and educational level
  • Organization of leisure, sport and cultural events
  • Solving social problems of young employees;
  • Organization of information provision of the adaptation process of young specialists;
  • Establishment of an efficient  system of internal communications;

Development of proposals for improvement of the work with young employees, increase  of the efficiency of their participation in industrial, scientific and technical challenges which all employees face

The first uniting event was Gathering of young people of IDGC of Centre I. It was held from 18th to 20th of June 2009 in Bryansk. Participants of the Gathering were representatives of the Councils for the work with the youth of divisions. They are leaders among young professionals of their divisions. More than a hundred and fifty people of 11 branches of the company in two days took part in team building trainings and roundtables on the theme: "Scientific and practical activity", "Single Information Space", "Development of corporate culture," "Sports Policy", "Interaction of Councils for the work with the youth with the trade union of IDGC of Centre for the implementation of youth policy". The young activists of IDGC of Centre demonstrated their athletic shape in mini-football, volleyball, darts, table tennis and tug of war. Songs around the campfire, discos - all that was organized by IDGC of Centre for its "energy" young people. One of the results was the formation and initiation of the five targeted projects for the development and implementation of the youth policy of IDGC of Centre.
